Introduction to Ontario PNP
Immigration, Refugees, and Citizenship Canada (IRCC) provides several pathways to permanent residence (PR) for temporary residents residing in Ontario, Canada’s most popular newcomer destination.
This is possible because of the Ontario Immigrant Nominee Program (OINP), Ontario’s dedicated PNP. The OINP allows the local government to invite immigration candidates who they feel are best suited to help address local labor market needs and demographic gaps. It is one of 11 PNPs operated by provinces and territories across Canada.
Streams Requiring Residence in Ontario
Skilled Trades Stream (Human Capital Category)
The Skilled Trades Stream is part of the Human Capital Category of the OINP. This stream is specifically for skilled workers who are currently living in Ontario and have a valid work permit at the time they apply for PR.
This stream is linked with IRCC’s Express Entry system, meaning that candidates will be awarded 600 additional Comprehensive Ranking System (CRS) points if they receive and accept an OINP nomination.
Eligibility Criteria for Skilled Trades Stream:
- Express Entry Profile: Applicants must have a valid Express Entry profile.
- Work Experience: At least one year of full-time paid work experience.
- License/Certificate: Possess a valid license or certificate if applicable.
- Language Proficiency: Achieve a Canadian Language Benchmark (CLB) level 5 or higher in English or French.
Master’s Graduate Stream (Master’s and PhD Category)
The Master’s Graduate Stream is designed for foreign nationals with a master’s degree from eligible universities in Ontario. This stream uses the province’s Expression of Interest (EOI) system, meaning that interested candidates must create a profile and register to be considered for PR. Unlike the Skilled Trades Stream, it is not linked to IRCC’s Express Entry system.
Eligibility Criteria for Master’s Graduate Stream:
- Degree: Must have a master’s degree from an eligible university in Ontario.
- Residence: Must have legally lived in Ontario for at least one of the last two years.
- Language Proficiency: Achieve a CLB level 7 or higher in English or French.
PhD Graduate Stream (Master’s and PhD Category)
The PhD Graduate Stream is for candidates who have a PhD degree from an eligible Ontario university. Similar to the Master’s Graduate Stream, this stream is not Express Entry aligned.
Interested candidates must have legally lived in Ontario for at least one year in the past two years to be eligible for PR through this stream.
Eligibility Criteria for PhD Graduate Stream:
- Degree: Must have a PhD degree from an eligible Ontario university.
- Residence: Must have legally lived in Ontario for at least one year in the past two years.
Application Fee
There is a $1,500 CAD application fee for both the Master’s and PhD Graduate streams.
Other Ontario Immigration Options
The OINP has four larger categories. Below is a brief summary of the streams and their eligibility criteria not yet mentioned in this article:
- Employer Job Offer Category: For individuals with a job offer in Ontario.
- Human Capital Category: Includes the International Student Stream and the French-Speaking Skilled Worker Stream.
