Danish Refugee Council (DRC) is a Danish international non-governmental organisation, which promotes and supports durable solutions to the problems faced by refugees and internally displaced people all over the world. DRC is present in more than 30 conflict territories around the world assisting displaced people with shelter, food, income-generating activities, and a wide range of other assistance. Overview
- DRC started operating in Nigeria in 2015 with plans to implement a combination of Emergency, Livelihood, WASH, Community Safety, Protection and Advocacy programmes. DRC currently has offices in Abuja (Country Office HQ), Adamawa state (Yola, Mubi and Michika), Borno State (Maiduguri and other deep field locations) and Yobe state (Damaturu).
The Position
- Under the supervision of the AVR Program Manager, The National AVR Manager will manage and lead the implementation of AVR field activities in Nigeria.
- His/her primary role is to provide technical guidance and programmatic supervision of project staff in day to day management of all aspects of the AVR Program, giving more attention to quality and conflict-sensitive programming.
- The National AVR Manager supports AVR Program Manager in the design of new projects, team management, reporting, representation, project troubleshooting and advice.
Key Responsibilities
- Support the implementation of program activities and ensure adherence to grant work plans, spending plans and monitoring and evaluation plans.
- In liaison with M&E technical leads, plan and conduct AVR assessments to inform program design and strategic direction as well as identify risks and vulnerabilities, including those related to gender, age and diversity.
- Ensure all program M&E activities are fully documented, including systematic and timely data collection as required under the grant contracts and for DRC internal M&E purposes.
- Directly supervise AVR Supervisors and Officers and indirectly manage and support AVR Facilitators.
- Contribute to recruitment planning, actual recruitment of required field staff in consultation with AVR Program Manager, Area Manager, HOP and HR.
- Coordinate with National and State Authorities including Local Governments, UN Agencies and, INGOs, NGOs/CSOs, and other key stakeholders on the planning and implementation of AVR program activities In Nigeria.
- Take lead in the design, implementation and monitoring of UNSCR 1325 activities on Women Peace and Security that contribute to National, State and Local action plans and build meaningful participation of women in peacebuilding/conflict resolution in NE Nigeria.
- Assess the operational context through regularly updating the conflict analysis, linking this understanding of the context to the objective and process of achieving the activities in a conflict-sensitive manner.
- Incorporate gender mainstreaming to the project cycle to ensure the sustainability of the AVR intervention.
- Provide regular internal reports and other relevant information on program activities to the sector staff and other relevant stakeholders.
- Oversee the performance of the teams under his/her supervision.
- Ensure that a sound complaint handling and feedback mechanism is in place in the project area so that beneficiaries have easy access to DRC and that the Do-No-Harm principle to persons of concern/beneficiaries at the point of delivery is upheld.
- Actively contribute to the development of proposals and documentation of lessons learned, best practices and success stories.
- Actively participate in monthly Budget review meetings and ensure all AVR activities status are updated and submitted to the Area Manager/AVR Program Manager.
- Ensure compliance with donor requirements regarding programming implementation and asset management.
- Support sector team with logistics arrangements to facilitate effective programming.
- Provide timely expenditure planning & budget follow-ups with guidance from the Area Manager, DDG HOP and the AVR Program Manager.
- Ensure DRC financial procedures, guidelines and corruption control is maintained among the team.
- Initiate procurements and ensuring adherence to correct procurement and logistical procedures and in coordination with the Logistics department. Support the timely procurement of project materials.
Others:
- Contribute to the management of safety and security by adhering to established protocols
- Take good care of all assigned equipment’s, including computers and communication equipment
- Attend training as requested by DRC/DDG
Requirements
Education – (including certificates, licenses etc.):
- Master’s degree in Peacebuilding and Conflict Transformation, Law, Criminal Justice, Education, Human Rights, Development Studies or relevant equivalent disciplines.
Experience and Technical Competencies – (include years of experience):
Essential:
- 4-6 years of experience in planning and implementation of activities in emergency and recovery context.
- 3-4 years of experience in managing/supervising program field staff.
- Technical skills and experience in conducting program monitoring and evaluation especially among the displaced and their host communities.
- Prior work experience implementing Women Peace Security (WPS) interventions advocating and promoting the United Nations Security Council Resolution (UNSCR) 1325 in Nigeria is a plus.
- Good facilitation/training skills; experience designing and delivering training curricula, preferably focused on using adult learning techniques using both English and local languages common in NE Nigeria.
- Good skills in designing and implementing advocacy strategies targeting national and state government stakeholders, CSOs/NGOs and other relevant sector working groups.
- Ability and willingness to maintain a regular presence at field project sites, working beyond regular working hours at times in insecure environments with minimum supervision.
- Experiencing managing teams.
- Strong interpersonal and communication skills.
- Strong negotiation skills, self-motivated, resilient and able to take initiative.
- Ability to represent the organization among key stakeholders.
- A good understanding of the context in NE Nigeria, prior work experience in the region is an asset.
Desirable:
- Understanding of rights and protection issues of IDPs, children and women
- Experience working with displaced populations.
Languages – (indicate fluency level):
- Fluent English (Written and Oral)
- Speaking and writing Hausa and Kanuri is an asset.

- Salary and conditions: In accordance with Danish Refugee Council’s Terms of Employment;
- The income will be subject to statutory deductions as per applicable Nigeria laws. The employee is responsible for tax returns.
